David is one of Atlantic Canada’s leading economic development consultants.  He has worked with over 40 local, provincial and national economic development agencies, industry associations and government departments in six Canadian provinces and two U.S. states.  He has particular expertise in several disciplines including: strategic planning, economic assets mapping, economic analysis, business investment attraction strategies, business retention and expansion and immigration attraction.     He also works with private sector clients in industries such as: telecommunications, financial services, health care and forestry.

David authors a daily online blog entitled “It’s the Economy, Stupid” as well as a weekly economic development column in the New Brunswick Telegraph-Journal.  He is also a published author.  David is a frequent commentator on radio and TV and guest lectures at several Maritime universities.  

David began his career in the early 1990s working for the New Brunswick Department of Economic Development.   He was part of the investment attraction group that convinced over 30 national and international firms to set up customer contact centre and back office operations in the province.

After leaving the provincial government in 1996, David went to work for the New Brunswick Telephone Company and then accepted a role with the Greater Moncton Economic Commission leading initiatives to attract new industry to the Greater Moncton region.  In 2000, David accepted the position of Vice President, Competitive Intelligence (CI) and Research Services for a market research firm, ShiftCentral Inc., based in Moncton, New Brunswick.  In that role, he helped develop competitive intelligence programs for a number of economic development organizations and government departments and build the company from a start up to one of the largest industry research firms in Atlantic Canada.

In 2008, David left ShiftCentral to found his own economic development consulting and research firm, Jupia Consultants Inc. which provides services for clients in the public and private sectors.

David holds a Certificate in Economic Development from the University of Waterloo in Ontario and a Masters in Business Administration from Liberty University in Lynchburg, Virginia.
